According to relevant personnel from the Municipal Ecology and Environment Bureau, non road mobile machinery mainly uses diesel as fuel, which has higher power and more serious pollution to the environment compared to conventional road transportation vehicles. With the transformation and upgrading of industries and the increasing efforts to prevent and control fuel and motor vehicle pollution, the problem of non road mobile machinery emissions pollution will gradually become prominent. last yearIn July, the Municipal Ecology and Environment Bureau drafted the "Notice on Designating the First Stage of Prohibiting the Use of High Emission Non Road Mobile Machinery Areas in Zhongshan City" (hereinafter referred to as the "Notice") and solicited opinions from the society. Recently, the "Notice" was officially issued, and in the first phase, 11 towns including Torch Development Zone, Cuiheng New District, Shiqi District, East District, West District, South District, Wuguishan, Nanlang Town, Gangkou Town, Shaxi Town, and Dachong Town will be designated as areas where the use of high emission non road mobile machinery is prohibited around the clock (low emission control zones). According to the requirements, non road mobile machinery using diesel engines in the control area must meet the National III emission standards, and the use of high emission non road mobile machinery such as emitting black smoke is prohibited. Non road mobile machinery used in emergency and disaster relief projects is not subject to the above measures.

According to the notice,From January 2019 to March 2019 is the period of publicity and education. Those who violate regulations by using high emission non road mobile machinery in prohibited areas will be discouraged by relevant departments. Starting from April, for those who violate the provisions of the "Notice" by using high emission non road mobile machinery in prohibited areas, according to Article 81 of the "Guangdong Province Air Pollution Prevention and Control Regulations", the ecological environment and other competent departments of the people's governments at or above the county level shall, in accordance with their responsibilities, order them to make corrections and impose a fine of 20000 yuan. If the circumstances are serious, they shall be ordered to suspend work for rectification.

According to the staff of Zhongshan Motor Vehicle Exhaust Pollution Supervision and Management Institute, after the effective coordination mechanism and management measures were formed in the first phase of implementation, it is planned to expand the implementation scope of the ban on the use of non road mobile machinery to the whole city in the second phase based on the improvement of environmental air quality in key areas of the city, in order to further accelerate the elimination of high emission non road mobile machinery and promote the reduction of exhaust emissions from non road mobile machinery throughout the city.
